[WCMP] how to cite International Meteorological Vocabulary (WMO 182)?

Question:
I'm trying to use some words from IMV (the International Meteorological Vocabulary, WMO No. 182) as keywords for WIS Discovery metadata.
  • Is the latest version of IMV dated 1992?
  • All words in IMV are found in METEOTERM [http://www.wmo.int/pages/prog/lsp/meteoterm_wmo_en.html].  Should I indicate the URL inside thesaurusName identifier?  That would make documentation more useful. 
  • How would you do after all?
  • How would you cite IMV in literature other than WIS metadata?
Answer:  there's no authorized recommendation from appropriate body, but if there's immediate need, I would do:


Q1. Is the latest version of IMV dated 1992?

Yes unfortunately. You can check all citation details at the WMO E-Library website.  If there be newer version, there would be a link (which is not apparent).

Q2. Should I indicate the URL of METEOTERM inside thesaurusName?

No I don't think so.  The property thesaurusName/CI_Citation/identifier should be used to identify the thesaurus.  METEOTERM is compiled from a number of literature including IMV, and that cannot identify IMV.  Luckily IMV has ISBN so it's better identifed by CI_Citation/ISBN.

When it comes to thesaurusName/CI_Citation/citedResponsibleParty/contactInfo/CI_Contact/onlineResource/CI_OnlineResource/linkage, it might make sense to indicate informative URL to generate useful citation document (see Q4).  But I really hesitate to recommend including a huge citedResponsibleParty structure inside WIS Discovery Metadata as a general rule, for example to be embedded in every descriptiveKeywords blocks in hundreds of thousands of (soon will be millions of) metadata records without clear use.

Q3. How would you do after all?

It would be far much more longer if I include the gmd:citedResponsibleParty structure.

Q4. How would you cite IMV in literature other than WIS metadata?


It depends on the style, but for example:
World Meteorological Organization. 1992. International Meteorological Vocabulary, 2nd ed. Geneva. ISBN 978-92-630-2182-3. Also available online through METEOTERM http://www.wmo.int/pages/prog/lsp/meteoterm_wmo_en.html.

A note like underlined part should be useful, but may or may not be accepted depending on the style i.e. the policy of the literature or the context. And I'm not convinced to enforce every keyword blocks in every WIS metadata records must provide all information to reproduce this kind of citation.
