[METNO C] Russian radiosonde observation resumed to twice a day

On January 1st 2015, most of russian upper-air observation was reduced to once per day (cf. my previous blog post).

From April 1st 2015, however, we observe twice per day reporting from russian stations, as announced in METNO C on 31st March.  Following is an example, upper-air analysis chart, indicating full observation network in Russia.
