[WMO Op News] New station index number blocks allocated for Canada and Bhutan

* 73001 to 73998 for Canada (they already have 71001-71998 but it's full
already)
* 44500 to 44519 for Bhutan

As was described in the newsletter, the procedure is defined in the WMO
Manual on Codes (WMO No. 306) Volume I.1 Part A, Section D. The manual
simply says:

``Block numbers are allotted to the services within each Region by
regional agreement.''

You might notice the index number ending with "000" and "999" are not
allowed. Right. They are reserved for interference with parsing of TAC
(traditional alphanumeric codes). Much more numbers are reserved
actually. For example 44444 is reserved while 44400 to 44499 are
allocated to Nepal. Please see the Section D of the manual for
complete list of reserved numbers. That is ugliness of TAC. Maybe we
can lift the ugly restrictions after ample number of years passed after
the TAC is declared dead.

Another thought. Some says the Volume I.1 will eventually be removed
after WMO finds nobody uses TAC and ICAO says it won't need TAC
anymore. At that time apparently we must move the Section D to
somewhere else.
