[METNO C] UK addition of TAC AMDAR?

Exeter announed they started several headers for TAC AMDER on October 20th. I know nothing, but probably somebody requested that for hardship in migration.

[WMO Op News] New station index number blocks allocated for Canada and Bhutan

The WWW Operational Newsletter reports allocations of station index numbers

* 73001 to 73998 for Canada (they already have 71001-71998 but it's full
already)
* 44500 to 44519 for Bhutan

As was described in the newsletter, the procedure is defined in the WMO
Manual on Codes (WMO No. 306) Volume I.1 Part A, Section D. The manual
simply says:

``Block numbers are allotted to the services within each Region by
regional agreement.''

You might notice the index number ending with "000" and "999" are not
allowed. Right. They are reserved for interference with parsing of TAC
(traditional alphanumeric codes). Much more numbers are reserved
actually. For example 44444 is reserved while 44400 to 44499 are
allocated to Nepal. Please see the Section D of the manual for
complete list of reserved numbers. That is ugliness of TAC. Maybe we
can lift the ugly restrictions after ample number of years passed after
the TAC is declared dead.

Another thought. Some says the Volume I.1 will eventually be removed
after WMO finds nobody uses TAC and ICAO says it won't need TAC
anymore. At that time apparently we must move the Section D to
somewhere else.

TDCF Migration - is that final or temporary suspension?

I got a question about my recent blog post on METNO C monitoring namely
TAC bulletin termination:

Is that permanent suppressions or are they rather temporary?

The answer should be "Yes it should be permanent".

Technically there is no "temporal suspension" flag in the Volume C1.
The METNO C message is basically a diff of Volume C1, so there are only
amendment (AM/DM), addition (AA), and deletion (DD). What we see is
only "it's deletion" and no distinction of permanent and temporary
deletions.

In theory a WMO member may "suspend" a bulletin by addition of a
bulletin header followed by a short period after deletion of the same
heading. The miniman theoretical period of suspension is two months,
as the Section 5.1 of the Manual on GTS tells WMO member *shall* notify
the Volume C1 changing at least two months in advance.

But this time it is quite unlikely that the termination of TAC is
retracted. This move is a part of decade-long plan of TDCF Migration of
WMO. Weeks ago the CBS Extraordinary Session in Paraguay recommened
"that Members adding new reports for exchange using the Global
Telecommunication System should not use Traditional Alphanumeric Code to
represent the information" (Rec. 2.3(1)/5, CBS-Ext.(2014)). I think the
recommendation will be endorsed by the Congress next year.
